MEES Consultation and Report

What is MEES?

MEES stands for: Minimum Energy Efficiency Standards and was introduced by the Government in 2018. The regulations main aims were to;

  • Improve the quality of rental properties in the private sector

  • Increase the energy efficiency of the worse performing properties

  • Improve the comfort and conditions in privately rented homes and reduce fuel poverty.

What is its place?

As it stands, it is a requirement for privately rented properties to have an Energy Performance Certificate (EPC) rating of at least E before the tenancy is renewed or the house is rented out to a new tenant.

The legislation prevents landlords from renting out a property with a rating of F or G. As of April 1st 2020 this applies to new and existing tenancies.

Currently there is a proposal to see the raising of the energy performance standard to an energy efficiency rating of C, for new tenancies from 2025 and all tenancies from 2028

If the property has an F or G rating, and the landlord believes the property cannot be improved to meet the minimum E rating they can apply for an exemption from the Minimum Energy Efficiency Standards (MEES) Regulations.

In order to register a MEES exemption, you will need to meet one or more of the below exemptions. If you are confused or stuggling to navigate, we can help you collate all the evidence required and even submit the exemption on your behalf. The exemptions are:

High Cost Exemptions

The prohibition on letting property below an EPC rating of E does not apply if the cost of making even the cheapest recommended improvement would exceed £3500 inc. VAT

7 Year payback exemption

All improvements made

Where all the relevant energy efficiency improvements for the property have been made (or there are none to be made) and the property remains substandard.

New Landlord

Temporary exemption due to recently becoming a landlord (Regulation 33(1) and Regulation 36 (2)).

Wall Insulation

Wall insulation exemption (Regulation 24(2))

Consent 

Third party consent exemption (Regulation 31 (1) and Regulation 36 (2))

Devaluation

Property devaluation exemption (Regulation 32(1) and Regulation 36 (2)).

Residential Houses

MEES Report

If your property does not meet the MEES standard, allow us to create a MEES report for your property so you will be able to see what recomendations can be made.

Before we can create an MEES report for your property you must first have an EPC for your property. We cannot base our MEES report of another company or assessor as we are unable to verify their accuracy, nor would we have the data that was collected on the day. We can arrange an assessment should you need one.

 

In order to produce the MEES report we will look at the data collected and consult with you and establish the energy improving measures that are practical to your situation.

On completion of the consultation, we will calculate the EPC rating for your property if you were to carry out different measures. Emphasising on the cost effectiveness and least disruptive options to get your property to the required rating.

 

On completion, we will provide you with a detailed MEES report that will present you will different scenarios, representing a different approach for getting your property ti the required rating. Once you have reviewed the report, we will happily discuss any of the scenarios in detail.

 

The report will take 2 – 3 working days from our site visit to produce. We do not insist on payment up front, but we will not release the report until the invoice been settled.

MEES consultation and report services start from just £80.00 including VAT and will include:

Onsite survey to produce a new EPC

  • Remote support by your qualified assessor

  • Building modelling in accredited software

  • Current rating confirmation and advice

  • EPC improvement reports to include:

Recommendations of works separated into scenarios where applicable to suit your goals and circumstances.

Post – work EPC rating estimation

  • Post work on site survey and lodgement of final EPC rating.
